Description

Inshaat Services LLC is a company registered in Azerbaijan.[468] [235] In February 2016, the company lent funds to UK registered company Ali and Nino Pictures Limited for the production of “Ali and Nino,”[691] a feature film produced by Leyla Aliyeva.[568] In exchange, Inshaat Services acquired the rights to the film and to its anticipated future film tax credit.[235] [237] As part of the loan, a charge was registered against Ali and Nino Pictures Limited, shown in favor of Inshaat Services.[235] The charge document does not specify the loan amount,[235] and as of 2023, the charge is outstanding,[691] indicating that the loan has yet to be repaid.

Inshaat Services is closely linked to PASHA Holding LLC, a major Azerbaijani conglomerate beneficially owned by Leyla and Arzu Aliyeva since 2013.[528] [341] [1114] [1337] [1336] [1112] [1339] [341] The address provided by Inshaat Services on the charge document is Neftchilyar Avenue 91, in Baku.[235] Elsewhere, the company’s address is listed as Neftchilyar Avenue 153.[440] Both addresses are associated with PASHA Holding itself, as well as with subsidiaries including PASHA Travel Ltd and PMD Group.[441] [442] [443] [1114] In addition, Inshaat Services is described in Azerbaijan’s pro-government media as either a “subsidiary of” PASHA Holding or a contractor company “affiliated” with PASHA Construction,[696] [694] [698] the conglomerate’s construction arm.

Circumstantial evidence corroborates the company’s close link to PASHA Construction. “Inshaat” means “construction” in Azerbaijani, and, according to a former employee’s LinkedIn profile, the two companies are one and the same.[469] Javad Marandi, the founder and former owner of Ali and Nino Pictures Limited, has had a professional relationship with PASHA Construction, having been variously described in reports as a “managing partner” or “consultant” to the company.[519] [565] PASHA Construction was the developer of Caspian Waterfront, a retail and leisure complex in central Baku,[445] [692] [486] a project for which Inshaat Services hired contractors.[445] [692] [486] A contractor was removed from the project in 2018 over a dispute,[696] and it sued both Inshaat Services and PASHA Construction for contract issues in 2022.[697]

Inshaat Services was also a shareholder of Vind Film LLC, a Russian movie production company.[444]
