The Sentry identified shareholder relationships by reviewing more than 150 corporate documents from the South Sudan Ministry of Justice. While secondary sources point to additional companies, The Sentry only included companies for which there were corresponding official records, including:
- Memorandum and articles of associations
- Board of director documents including special resolutions and ordinary board resolutions
- Share transfer agreements
- Current company shareholder lists
The Kiirdom mapping project is designed to enable the South Sudanese people to approach elections knowing what kind of business empire Kiir has built for himself and his family. It is also intended to support public scrutiny and compliance processes meant to mitigate against corruption risks, thereby ensuring that Kiir-connected companies and family members face enhanced due diligence commensurate with their risk profiles. The data is based on the most recent documentation available to The Sentry. Corporate documents from South Sudan are challenging to obtain, and it is not uncommon for some of the information to be out of date. Because of this, The Sentry has provided the date to which we know the information to be true and has reached out to all named entities requesting up-to-date information. A public online register—free to access, updated in real time, and with a verification mechanism—would serve as a vital tool for anti-corruption and human rights advocates, civil society, and political parties. Moreover, it would demonstrate the government’s commitment to building a more transparent system—a key step in inviting legitimate investors to do business in South Sudan.
Projects by The Sentry are based on interviews, documentary research, and, where relevant, financial forensic analysis. In some cases, sources speak to The Sentry on the condition that their names not be revealed, out of concern for their safety or other potential retaliatory action. The Sentry establishes the authoritativeness and credibility of information derived from those interviews through independent sources, such as expert commentary, financial data, original documentation, and press reports.
