Ashraf Kamilov is an Azerbaijani businessman and a former official at the Azerbaijan tax ministry.[521] He is part of a network of businessmen who have managed offshore companies that bought and sold property on behalf of Azerbaijan’s first family.[521] [536]
Kamilov is the majority shareholder of Synergy Group,[530] [531] an Azerbaijani financial conglomerate with interests in farming, banking, construction, hotels, and manufacturing.[532] Since 2020, he has been the chief executive of AtaHolding,[533] an Azerbaijani conglomerate linked to Leyla and Arzu Aliyeva.[534] In 2014, a Panamanian company controlled by the Aliyeva sisters, Hughson Management Inc., owned 51% of AtaHolding.[535]
